Flip is not rotate
A vertical flip mirrors the image across a horizontal line: text becomes upside down but still reads left to right in its mirrored form. A 180° rotation turns the whole frame around, so text reads right to left. They look similar on a symmetrical subject and completely different on anything with writing in it.
Practical uses
Correcting a scan fed in the wrong way round, building a reflection effect under a product shot, or matching the direction of a subject so it faces into a layout rather than out of it.

- The flip itself is exact — pixels are only reordered. Only re-encoding to JPEG or WebP introduces a small loss.
